Is Your Building Compliant for 2026 NYC Local Law Updates Every Owner Should Know - DOME Property Management

Is Your Building Ready for 2026? How DOME Manages NYC’s Toughest Compliance Deadlines

In New York City, local laws are a moving target. For a building owner, 2026 brings a wave of enforcement and new deadlines. At DOME Property Management, we’ve been managing these transitions since 1987. We don’t just track the laws; we use our 35+ years of experience to turn “legal burdens” into a proactive strategy that protects your property and your residents.

Here is how we are managing the critical compliance landscape for our clients in 2026.

🚨 The New Priorities: Local Laws 37 & 126

Local Law 37: The Next Phase of Lead Safety The deadline for XRF testing (Local Law 31) passed in August 2025. Now, in 2026, the focus has shifted to active enforcement.

  • How DOME Manages It: We ensure your building has a 10-year digital archive of all testing records, as the HPD is now auditing for documentation. We also leverage new 2026 rules that allow owners to contest “false positive” violations, potentially saving you thousands in unnecessary remediation.

Local Law 126: Parking Structure Safety If your building has a garage, it’s likely under the microscope.

  • The 2026 Window: Sub-cycle 1C for the Bronx, Queens, and Staten Island officially begins on January 1, 2026.

  • How DOME Manages It: We coordinate with Qualified Parking Structure Inspectors (QPSIs) to file reports early, avoiding the “last-minute” price surges. We also handle the mandatory annual observation checklists to ensure ongoing safety.

🧱 Structure & Public Safety: FISP & “Get Sheds Down”

Local Law 11 (FISP) & Sidewalk Sheds The “Get Sheds Down” initiative is now in full swing. The city is no longer allowing sidewalk sheds to sit idle for years.

  • The Risk: Starting in 2026, sheds standing longer than 180 days face massive monthly penalties and stricter permit renewal rules.

  • How DOME Manages It: We prioritize project speed. Our team vets contractors who commit to aggressive repair schedules so we can get your facade safe and your sidewalk clear before penalties kick in.

🌿 The Climate Roadmap: LL 97, 85, & 154

Local Law 97: Carbon Caps & Reporting 2026 is a “transition year” where carbon caps become more stringent, and more building types (including certain rent-regulated properties) must comply.

  • How DOME Manages It: Annual emissions reports are due every May 1st. We work with energy consultants to identify “low-hanging fruit” upgrades, such as LED lighting or improved insulation, to keep you under the cap and avoid steep fines.

Local Laws 85 & 154: Energy & Electrification. These laws govern how you renovate and heat your building.

  • How DOME Manages It: For any renovation or system replacement, we ensure every permit meets the NYC Energy Conservation Code (LL 85) and helps you transition toward fossil-fuel-free systems (LL 154).

⛽ Gas Safety: Local Law 152 & 157

Local Law 152: Gas Piping Inspections

  • How DOME Manages It: We track your Community Board cycle to ensure a Licensed Master Plumber inspects your gas lines on time. Failing to file this document can result in immediate DOB violations.

Local Law 157: Natural Gas Detectors

  • Update: While the final deadline for installation has been extended to January 1, 2027, we aren’t waiting.

  • How DOME Manages It: We are already sourcing compliant, long-life battery detectors for our managed properties to avoid the supply chain shortages and price hikes expected at the end of the year.
